Make more fxc.hlsl files INVALID

Used the following to get the list of files that fail because f16 and
wave operations are not supported:
```
git grep "unexpected token 'float16_t'
git grep "unrecognized identifier 'float16_t'
git grep "undeclared identifier 'Wave
```
