cmake dxc: use WINDOWSSDKDIR if defined in env vars

When determining the Windows SDK directory to copy dxil.dll from, check
if "WINDOWSSDKDIR" is defined as an environment variable before checking
the registry. This variable is defined by Visual Studio command prompt
(and, consequently, by LUCI build recipes).
