  "message": "Switch Win gn_v2 away from thin testers\n\nTemporarily switches the CI Windows gn_v2 testers away from using the\nnormal 2-core Linux thin tester GCE instances. Instead, they now use\nstandard 8-core Windows GCE instances.\n\nThis is currently necessary because there the Node CTS suite is not run\non Swarming, which causes Windows binaries to be run on Linux if a\nregular thin tester is used.
