Vulkan: prevent degenerate buffer sizes from reaching the driver Allocating buffers with sizes close to UINT64_MAX caused issues in all Vulkan drivers. See https://gitlab.khronos.org/vulkan/vulkan/issues/1904 for more context. Do early validation to prevent such cases from reaching the driver. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
