[spirv] Add RelaxedPrecision decorations to images When the values read or written to a float texture are always converted to or from f16 values, both the values and the image itself can be decorated with RelaxedPrecision. This has been shown to significantly improve performance on Adreno GPUs. Add a new analysis pass to determine which objects in the module can have this decoration. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
