Tint: Implement f16 in uniform and storage address space This CL implements f16 in uniform and storage address space, allowing using f16 types in uniform and storage buffers on all backends. Tint uint tests and Dawn E2E tests are added to validate the f16 types work as expected. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
