Use Tint as much as possible in fuzzers. Force the use_tint_generator toggle so that Tint is used as much as possible in fuzzers to get coverage of the relevant code. This will also fix a recurring fuzzer issue that required a code transform that only exists in the Tint path: bindings must be renumbered otherwise we hit an integer overflow in Swiftshader's descriptor set writes. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
