[dawn][headers] Adds C++ templated callback types.

This change exposes the C++ callback types so users have
a type that they can use for passing callbacks around or
for mocking.

Example generated code:
```
template <typename... T>
using BufferMapCallback2 =
    typename detail::CallbackTypeBase<
        std::tuple<MapAsyncStatus, StringView>, T...>::Callback;
```
