Add validation tests for resource usage tracking This change mainly does a code refactoring. It moves resource tracking tests from CommandBufferValidationTests.cpp to a separate test file. It also adds a few tests, like copy dst/src doesn't impact resources used in render/compute pass. More tests about resource usage tracking will be added into this separate test file. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
