Add buffer lazy initialization before resolve queries on D3D12 - Reomve buffer initialization at buffer creation in end2end tests, and implement lazy initialization when resolving queries to buffer on D3D12 backend. - Add buffer lazy zero init tests for resolveQuerySet on D3D12. - For other backends, buffer lazy initialization will be added when its resolve method is implemented. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
