Fix dawn.node compilation

Fix the use of DawnTogglesDeviceDescriptor.
The dawn.node GPUAdaptor binindg code is already in the wgpu namespace
so use DawnTogglesDeviceDescriptor directly instead of prefixing
it with wgpu::
