gn/dxc/BUILD.gn: Support llvm_triple/arch for more cross compilation.

This expands the "switches" over target_os and target_cpu to cover more
values when computing the llvm triple and LLVM_NATIVE_ARCH. (in
particular fixes cross-compilation from ARM macs)
