Metal: Support larger maxInterStageShader limits

This patch adds the support of larger maxInterStageShaderVariables
and maxInterStageShaderComponents on Metal.

On Apple silicons:
- maxInterStageShaderVariables = "Inputs to a fragment function"
  (range from 60 to 124)
- maxInterStageShaderComponents = "Input components to a fragment
  function" (124)

On non-Apple silicons:
- maxInterStageShaderVariables = "Inputs to a fragment function" - 4
  (every built-in variable will consume an individual inter-stage
  shader variable according to the experiments)
- maxInterStageShaderComponents = maxInterStageShaderVariables * 4
