[utils] Add additional unsafe overload for ReinterpretSpan. - Since Dawn has code that intentionally expects to be able to ReinterpretSpan into non-trivially copyable types, i.e. Refs, instead of trying to enforce that requirement across all usages, provide an explicitly UNSAFE version that callers can use to handle special cases. - Use the new overload to allow Ref types in CommandAllocator. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
