[tint] Implement subgroupAll and subgroupAny

Implement subgroupAll and subgroupAny builtins for WGSL, SPIR-V IR
backend (not AST), MSL AST and IR backends and HLSL AST and IR backends.
Subgroup builtins are not yet implemented for the GLSL backend.
