  "message": "[tools][cts] Remove comment functionality\n\nRemoves comment functionality from the CTS roll command. Gerrit CLs\nhave a hard limit of 5000 comments per CL, which we\u0027re regularly\nhitting at this point due to over a 1000 comments being posted per\npatchset.\n\nThe majority of comments are not particularly useful (e.g. \"all N tests\nnow pass\" can be misleading due to limited data and the UPF will handle\nautomatic cleanup anyways).
