Replace CMAKE_SOURCE_DIR with PROJECT_SOURCE_DIR

This allows Dawn to be used as a subdirectory of a parent CMake project.
Amend:
Replace PROJECT_SOURCE_DIR with TINT_ROOT_SOURCE_DIR
