[ir][spirv-writer] Avoid integer DBZ

Add a polyfill to BinaryPolyfill that modifies the RHS to avoid
DBZ. This also checks for the `INT_MIN / -1` case to avoid signed
integer overflow.

For modulo, compute the remainder manually as many backends have
undefined behavior for negative operands.

Tested against WebGPU CTS with SwiftShader.
