HLSL-IR: Fix ArrayLengthFromUniform not applying

to arrayLength introduced by Robustness. As with AST, this transform
must run after Robustness, as the latter may add arrayLength calls.

ClampedOOBDynamicBufferOffsetTests.CheckOOBAccess/*
