d3d11: fix a crash during EnumerateAdapters() If the GPU doesn't support D3D_FEATURE_LEVEL_11_1, it causes two ASSERT() crash in InitializeSupportedLimitsImpl(). Actually we shouldn't assume the D3D_FEATURE_LEVEL_11_1 is always supported. In that case, the d3d11 backend will only support FeatureLevel::Compatibility. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
