native: Add MemoryBlockAllocator class Add MemoryBlockAllocator, a pool allocator class that recycles fixed-size blocks of HeapArray<std::byte> backed by std::deque<FreeBlock> protected by MutexProtected. Popping from the back of the queue (back() / pop_back()) provides LIFO/MRU allocation for optimal CPU cache locality. Pushing returned blocks to the back (push_back()) keeps the oldest blocks at the front (front()) for early-terminating eviction in Tick(). Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
