Revert "Switch to Ubuntu 22 for builders"

This reverts commit 2657d684feba4ba1870c6d2794ee36bcaaafc424.

Reason for revert: Causing CMake bot failures as X11 isn't installed on the Ubuntu 22 bot's image.
