Make 8-bit depend on property, not caller. Currently the 8-bit validation depends on it having been used in a subgroup matrix. Remove the check from the validation and have the ProgramToIr and protobuf decoder set the 8-bit property as required. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
