[glsl][ir] Have tint run SingleEntryPoint for GLSL.

The `GenerateGLSL` method is running per entry point and passing the
entry point down to the backend to run SingleEntryPoint.  This Cl moves
the SingleEntryPoint transform into tint and removes the passing of the
entry point name to the backend.
