utils: Add C-style array constructor to dawn::Span Adds a constructor to dawn::detail::SpanBase allowing implicit construction of spans from C-style arrays T(&)[N]. This CL updates the dawn::Span to add one of the missing methods to make it compatible with the automatic spanifier clang tool, some other patches are going to be added in dawn::Span to make it fully compatible with Spanifier requirements. Also adds nocompile tests to make the conversion between non-typed and typed ranges to be explicit.
