  "message": "Check to ensure pMessageIdName is not null\n\nPreviously we were checking against a list of skipped messages using\nboth the pMessageIdName and pMessage from a Vulkan debug info callback.\nThe spec, however, indicates that the pMessageIdName may be NULL.\n\nThis change checks to see if that value is NULL before doing any further\nchecks, and if so always indicates that the message should not be\nskipped.
