d3d12: Add toggle to add copy source to shader resource transition state

On Nvidia, transitioning resource state to ALL_SHADER_RESOURCE doesn't
seem to include all the necessary cache flushes, barriers or layout
transitions causing rendering corruption if the texture is transitioned
from RENDER_TARGET - SHADER_RESOURCE - RENDER_TARGET - SHADER_RESOURCE.
Including the COPY_SOURCE state in addition to SHADER_RESOURCE seems to
fix this problem. Add a toggle to do this and enable it on Nvidia only.
