vulkan: Disable BufferMapExtendedUsages on all NVIDIA GPUs BufferMapExtendedUsages is also causing problems on Linux+NVIDIA in tests. This is due to small host visible + device local memory heap size where some tests allocate more memory than available and encounter OOMs. Just disable the feature entirely on Nvidia GPUs to match previous behavior.
