Fix ANGLE into Dawn roll Since this CL landed in ANGLE: https://chromium-review.git.corp.google.com/c/angle/angle/+/7922667, maxColorAttachments is now reported as 8 instead of 4, making it a Tier 1 device instead of Tier 0. As such, maxUniformBufferBindingSize is now 64K instead of 16K. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
