[glsl] Cleanup CombineSamplers data

This CL moves the options for the `CombineSamplers` transform out of the
generic `Options` struct for GLSL and into a
`CombinedTextuerSamplerInfo` structure. This makes it clearer which
options are specifically for the given transform.
