[spanify] Rewrite raw arrays to std::array in Dawn This CL replaces raw C-style arrays with `std::array` or uses `std::to_array` for initialization. These changes help improve memory safety by transitioning towards safer container types. These modifications were generated automatically by the clang `spanify` tool and verified to compile successfully.
