Add new feature to allow expand resolve texture to MSAA. Also disable existing implementation of MSAARenderToSingleSampled. That feature will be removed once we stop using it in other places. In future, that feature would be re-implemented using native extension such as VK_EXT_multisampled_render_to_single_sampled. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
