[tintd] Simplify installation

* Remove the CMake TINT_INSTALL_TINTD flag: it doesn't install, just use TINT_BUILD_TINTD.
* Make the default of './tools/run tintd install' copy instead of symlink.
* Enable TINT_BUILD_TINTD with setup-build.
