[infra] Use wrapper to direct meson to use the real ninja binary The 'ninja' provided by depot_tools is actually a wrapper script that behaves slightly differently than the actual ninja binary, so meson will fail when using it. This script sets the NINJA env var to allow meson to use the actual ninja binary in the dependencies. Meson's native/cross compile config file does not support supplying a specific version of ninja, so cannot be used here. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
