[fuzz] Don't allow overrides for RemoveTerminatorArgsFuzzer This fuzzer doesn't run SubstituteOverrides before running, so if the initial input has something like a ConstExprIf in it, or something that turns into one, this transform will insert a var<function> into the root_block, which causes a validation failure. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
