[dawn][native] Assert Pipeline Is Set Before Applying Immediates Replace early return with an assertion to ensure that the pipeline is set before applying immediate constants in D3D11, D3D12, and Vulkan backends. This change helps catch potential issues where immediate constants are attempted to be applied without a valid pipeline. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
