[tint] intrinsic table: use Result failures Instead of passing in diagnostic list references. Remove the Source parameter from the intrinsic table lookup functions. We only used this to build a diagnostic failure. Instead just have the lookup functions return a std::string as the failure type. The caller can then combine this with the message to create a diagnostic (if needed).
