D3D12: Support [[num_workgroups]] for Dispatch This patch implements [[num_workgroups]] on the API side for Dispatch() calls by setting num_workgroups.xyz as root constants. This patch also adds a temporary validation that on D3D12 backend using a compute pipeline with [[num_workgroups]] in a DispatchIndirect call is not supported. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
