[YUV AHB] Add Matrix::FrowRows and Transpose. This is this the last time I get confused because matrices are written transposed in the code. This CL adds a Transposed() method that is used in a FromRows helper static function that lets us write matrices in the code in a way that looks like what you'd write on paper. Use it for all the existing matrix definitions. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
