Add ProcSetDefaultThreadProc() for per thread disptach procs In chrome, some tests use wire dawn procs to test dawn related code in //gpu. However some code in gpu will need to call native dawn procs. So ProcSetDefaultThreadProc() can be used to make sure code //gpu uses the default thread procs (native dawn procs), and the test main thread will use wire procs. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
