Reapply "Generator for Kotlin structures." I bungled the original CL as I included references to objects which are only handled in WIP CLs. The fix is to replace those references with Any as a placeholder until objects are available. This reverts commit f00b249b9bf48837aa452e99a73a695c6340bb53. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
