Avoid unnecessary compiler loads for D3D11 backend Since the base class d3d::PlatformFunctions unconditionally loaded all of the DXC support DLLs, the D3D11 backend was paying the price of the DLL loads when they were unused. Refactor d3d::PlatformFunctions and d3d::Backend to pull out DXC support DLL loading into d3d12::PlatformFunctions and d3d12::Backend. Moved MakeDXCVersion from common code in UtilsD3D.h into the one file where it was used. Eliminated stray IsPIXEventRuntimeLoaded declaration in d3d::PlatformFunctions. Function does not have a body in the cc file, nor is it ever called. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
