tint: Implement modf and frexp built-ins for f16 types This patch implement modf and frexp built-ins for f16 types, and also simplify their implementation for f32 in MSL and HLSL, and clean up deprecated code in GLSL writer. Corresponding unittests are also implemented, but end-to-end tests for f16 are not implemented yet. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
