[ir] Validate struct size instead of asserting The assert can trigger when the struct alignment causes the size to overflow a u32. Instead of asserting or trying to replicate all of the logic for computing the size, just reject any struct that doesn't satisfy the condition. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
