[infra] Make Mesa + Meson more hermetic Couple more fixes for the libzstd dependency. Specifically, use a custom .pc file for libzstd to point meson at where the files are checked out to vs where they were built on the original bot. Additionally move the pkg_config_path in the native config from [properties] to the [built-in options] section, since that is what modern meson uses. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
