Fix short-circuit override handling. When generating a short circuit into the IR we need to validate that both sides are override or const expressions. This fixes an issue where we'd incorrectly translate an override with the expression in the RHS into an `if` instead of a `constexpr_if`. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
