Add gn_v2 Win/Clang CQ builders Adds the CL-blocking CQ builders for the 4 gn_v2 Win/Clang configs that were recently added. The CI builders are looking happy, so we should be ready to switch over to using the gn_v2 builders solely for Win/Clang coverage. The legacy CQ builders will be removed in a follow-up once the new ones are confirmed to be working. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
