[infra][bazel] Fix file inclusion list The location filters were incorrectly carried over from the gn build, but since the bazel build only builds Tint, not all of Dawn, it makes more sense to have an inclusion list rather than an exclusion list, so create a new location_filters config specifically for Bazel builds. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
