dawn: Update Qualcomm tier feature expectations Update the Snapdragon X Elite feature sets to match the current Chromium bot configuration. Use separate D3D12 expectations for DXC and FXC, and update the Vulkan expectation. Remove the Windows/Qualcomm suppression now that the D3D11, D3D12 DXC/FXC, and Vulkan configurations pass on the current device. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
