Update Dawn CMake builders to use shared helpers Updates all Dawn CMake builders to use the shared GPU helpers from chromium-luci instead of largely redefining them. This is largely a functional no-op with most changes just adjusting dimensions to be in sync. The one exception to this is for Windows builders, which now prefer machines with SSDs. The majority of our CI and try Windows GCE capacity has SSDs at this point, so this should be fine. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
